Gotham Central by Ed Brubaker and Greg Rucka vol 1 & 2
I was not aware this existed until recently, and while I know very little about the Gothamverse, I like procedural fiction, and in particular I've enjoyed nearly everything Greg Rucka has penned. I was not convinced by the first story, where Batman flies in at the end and solves the crime, but it's there to establish the complicated position police are in: Batman helps, but also makes them look useless. From there on, the series becomes really strong, cleverly mixing the tropes and grit of police procedural and the superheroic context in which Gotham lives. Really good stuff, at least for these first two TPBs.
