The Authority by Ellis and Hitch #1-29
I think I might have read this a long time ago, tried it again recently. The initial set up is enjoyable, the idea essentially that super powers wouldn't bother with bank robbers and small time crooks but also go after dictators and crooked oligarchs. The problem is that the set up breaks down real quick: by issue 4 half the world is razed down and this is not even dealt with in the narrative. By the end of the arc I read (which concludes volume 1 I believe) things get much wackier, and my suspension of disbelief was strecthed to breaking point. I won't bother reading any more although I suppose it's worth looking at.
