Mad Sisters of Esi by Tashan Mehta
Definitely one of the weirdest things I've read in a long time and yet... super endearing and cool. It took me a while to get through this one due to the structure, nested stories, apparent diversions, but these are things I love. I'm just not used to them in novel size. There is a Borges feel to Mad Sisters of Esi despite the substance being nothing like Borges. This is fantasy (although forget about your dwarves and elves), drawing on folk stories and a sense of wonder. There is a story (well, there are multiple stories, but *spoiler alert* they all form one larger story) but it's one that I'd be hard pressed to describe. Let's just say that this about two estranged sisters desperately trying to find each other, that end up entangled in the story of two older sisters who were desperately trying to find each other...
