Winter Gifts by Ben Aaronovitch
Another Rivers of London novella I'd missed, and like the October Man, it doesn't really work for me. Don't get me wrong, it's always a pleasant enough read, but while I can understand Aaronovitch's urge to expound his playground (and, presumably, his audience), I don't think it works. Apart from a few "principles of magic" carried over from the main series, Winter Gifts is a (in my opinion) failed attempt at doing an FBI style story. I just never really bought it.
